Dr. McCaskill is a seasoned educational administrator with over 25 years of program experience, serving people with disabilities. She has held numerous administrative positions including assistant principal and program manager of the Model Secondary School for the Deaf. Dr. McCaskill recently served as an Education Program Specialist with the U.S. Department of Education, Office of Special Education Programs. Her primary responsibilities included oversight and monitoring of the implementation of special education programs in Indiana, Minnesota and Missouri, ensuring compliance with the Individuals with Disabilities Education Act (IDEA.)
Dr. McCaskill, who is deaf, is the first African American female to receive her doctorate degree from Gallaudet University. She holds a bachelor of science degree in social work from Alabama State University and masters of social work from Howard University. We welcome Dr. McCaskill and are proud to have her as part of the Gallaudet community.
